Import Standard Purchase Orders Program Completing with Errors ORA-4065 & ORA-6508 (Doc ID 2826047.1)

Symptoms

The Import Standard Purchase Orders program is ending in an error

Errors:
--------
ORACLE error 4065 in FDPSTP
Cause: FDPSTP failed due to ORA-04065: not executed, altered or dropped package body "APPS.FND_API"
ORA-04065: not executed, altered or dropped package body "APPS.FND_API"
ORA-06508: PL/SQL: could not find program unit being called

Steps to Duplicate the Issue

  1. Data is present in the interface for import (populate the PDOI tables with data)
  2. Login to a Purchasing Responsibility and click on VIEW-REQUESTS from the top menu
  3. Run the program Import Standard Purchase Orders
