Unable To Update The Secondary Quantity Of Internal Orders Due to Error:You Are Not Allowed to Update Secondary Quantity Because This is an Internal Order (Doc ID 2826683.1)

Symptoms

On : 12.2.9 version, When attempting to to update ordered quantity on an internal sales order line,
the following error occurs.

ERROR
-----------------------
You are not allowed to update Secondary Quantity because:
This is an Internal Order



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use Order Management responsibility
2. Open sales order form and query the order
3. Select the order line and change the ordered quantity


Additional Steps that could be taken yielding the same error message:
1. Responsibility: Order Management Super User
2. Navigate: Order Organizer > Open Sales Order form and query the Internal Sales Order 1826
3. Select the order line and change the secondary quantity from 3,75 to 4 without change primary quantity
4. Message: Apply converted quantity to primary quantity (YES or NO). Select one - yes or no.
5. Error message is shown: You are not allowed to update Secondary Quantity because: This is an Internal Order
