Why If Set Aside Is Not Chose NAICS Code Cannot Be Entered Required FPDSNG (Doc ID 2826713.1)

Goal

If Set A side is not chose, Unrestricted chosen, NAICS code cannot be entered.
This Code is required in FPDSNG, this code transfers from CLM to FPDSNG, so when unrestricted CLM transferes a Null to FPDSNG,
FPDSNG will not validate without a value.
Authenticate re-transfers from CLM all field that are requested to FPDSNG, including in this case a possible null when a NAICS code is required.

 Provide steps to reproduce.
 Create an award
Populate normal information
when at Set a side pick unrestricted
Pick any NAICS code
save
Will receive error Unrestricted Awards connote have NAICS code.
