How To Create a Single Subscription Agreement From Multiple SO Lines?

Goal
When creating a contract from a Sales Order with multiple Service Lines, multiple contracts are being created instead of 1.
This functionality is described in the following note:
Need to Create a Single Contract Using Apply All Feature on Service Contract Details Form (Doc ID 2339598.1)
According to this note, this is controlled by the following settings:
- Merging Rule of 'New'
- "Apply All" checkbox
Clicking on 'New' is something which is mandatory on the OM Screen. Now weather user clicks on 'Apply All' or not, Oracle still creates multiple contracts.
Line 1 - Selected New, Renewal Type - DNR
Line 2 - Selected New, Renewal type - Full Duration
Hence, it will create multiple contracts if user picks "Apply All" or not.
If user leaves it to Full duration it creates one, if user changes it to DNR on both lines it still creates 2 contracts.
EXPECTED BEHAVIOR: The Service Lines should be merged onto the same contract.
Is it possible to create a single Subscription Agreement with this scenario?
