On : 12.2.9 version, Call to API

Issue
When attempting to call the API OKS_IMPORT_SUBLINE_PUB
the Create_Subline Procedure fails with below error

Error
ORA-01847: day of month must be between 1 and last day of month in
>Package create_subline_line Procedure OKS_IMPORT_SUBLINE_PUB

Steps
The issue can be reproduced at will with the following steps:
1. Create the contract subline by calling the API - OKS_IMPORT_SUBLINE_PUB
