ACTUAL BEHAVIOR
---------------
The New GRE is not be picking up in the SPWL

EXPECTED BEHAVIOR
-----------------------
The .mf file for the New GRE is not being created

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Using US HRMS Manager > Navigate to Work Structure > Organization > Created New GRE
2. Navigate to Process and Reports >Submit the Single Request > State Periodic Wage Listing (Enhanced)
3. Observe the error

Changes

 EBS Payroll Customer defined a new Government Reporting Entity (GRE).  The work location attached to the GRE was inactive
