R12: OIE: Credit Cards form Error: APP-SQLAP-97864:Unable to Create a Credit Card (Doc ID 2827792.1)

Symptoms

Cannot define or assign new Credit Cards to employees in Credit Cards form. Error: APP-SQLAP-97864:Unable to Create a Credit Card
is received at creation time in the form.

Steps to reproduce the situation:

    1. Using Payables Responsibility navigate > Credit Cards > open Credit Card form
    2. Enter all the details (employee, card program) and a credit card number which was not defined previously in the system
    3. Save
    4. Error: APP-SQLAP-97864:Unable to Create a Credit Card appears

New, imported via Concurrent Program Credit Cards do not appear in the list to be assigned.

Due to this issue, credit card transactions are getting imported in ap_credit_card_trxns_all table but with card id -1.
