Symptoms
When attempting to Open Location LOV (List of Value) on Billing Tab while lease creation,
the following error occurs (can be seen in the form).

FRM-41830: List of Values Contains No Entries
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Property Manager responsibility -> Leases and Documents -> Main Lease -> Enter Leases and Documents.
2. Create lease and enter primary location on header.
3. Enter location in location tab.
4. In billing tab open the location LOV. Error is encountered.
