Symptoms

On : 12.2.9 version, CLAIMS

ACTUAL BEHAVIOR
---------------
When Promotion is associated with Deduction at header level, we are not able
to move the claim from Rejected to Open status. Getting the error - "Claim
status cannot change from Rejected to Closed".

The Deduction was rejected during approval.  Need to be able to move the
Deduction to Open to modify and resubmit for approval.

Note: If offer code is not populated on claim header, issue is not
replicated.


Steps:
---------
1. Trade Management > Claims
2. Select Claim and try to change the status from Rejected to Open.
