Wave Planning Cartonizing Sale Orders When Sales Order Cartonization Not Enabled (Doc ID 2829775.1)

Symptoms

Find Wave Planning cartonizes some Sales Order lines on a wave when at least 1 pick comes from a cartonized Subinventory but Sales Order Cartonization is not enabled

Steps
The issue can be reproduced at will with the following steps:
1. Subinventories form shows subinventory code has a status of Active
  -Warehouse Paramters tab shows the following parameters:
  -Enable Cartonization is enabled(checked)

2. User navigate to the Organization Parameters form for the organization in question.
  Warehouse Tab
  Setup:
  -Opportunistics Crossdocking: Enabled
  -Default Put Away Rule: Seeded Default putaway rule
  Cartonization
  -Enable Cartonization: Cartonize for pick release process at subinventory...
  Cartonize Manufacturing is checked or enabled.
  Cartonize Sales Orders is not checked or enabled

3. Rules Workbench form show Cartonization values where the client Cartonzie by Pickslip
 
4. At the Wave Workbench run the wave.

  Results: Some lines from the same pickslip are cartonized and some are not cartonized
