Adhoc Tax amount changes when the Purchase Order Quantity is amended (Doc ID 2830808.1)

ACTUAL BEHAVIOR

Adhoc Tax amount changes when the PO(Purchase Order) Quantity is changed

EXPECTED BEHAVIOR
-----------------------
Adhoc Tax amount should not change provided the Tax Rate type is "Adhoc Amount"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (N) > Oracle Financials for India > Tax Configuration > Define Tax Rate
2. Create a Tax Rate with Tax Rate type as "Adhoc Amount"
3. Create a PO (Purchase Order)
(N) > Oracle Purchasing > Purchase Orders > Purchase Order
4. Tools > India Tax details > Add Tax Category that has Adhoc taxes defined in Step "2"
5. Example
Line 1 : Quantity 100 : Price 10
Since the tax is Adhoc lets say user inputs the same as 100
6. Approve the PO
7. Change the quantity from 100 to 200
8. Tools > India Tax details > Check the Adhoc tax
The value changes to 200 which is not correct
Since it is Adhoc tax the same should remain as 100 only
