Is Job rate required if the Rate Schedule as a Resource class is used?

Some of the Operating units are using Resource class rate schedule. This is generating an error if the Job rate is not set.

Questions:

1. In the rate schedules, is the rate type independent?  Are the Employee, Job, Non- Labor, Resource Class & Fees types dependents?

2. If the user wants to use Resource Class schedule for the project, What is other dependent rate type to be setup?

3. In this case the users are using Resource class rate schedule and Job rate both, If any new job to be includee in Job rate schedule was missed, then it will cause an exception. What is the logic here?
