Symptoms
When attempting to adjust payroll balances for an employee, an error is displayed on the Adjust Balance form.

APP-PAY-06047 : This employee is not assigned to a Payroll
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into HRMS Manager responsibility or equivalent.
2. Navigate to People > Enter & Maintain > Assignment > query for employee > Others > Adjust Balance
3. Enter balance adjustment information and attempt to save.
