Goal

Mobile Web Apps (MWA) ports are being used or taken by another E-Business Suite background process.
We have a set of ports allocated to MWA but when we execute a stop of the dispatcher, the ports are released and those ports are taken by some EBS background process.
Is there a way to avoid this scenario and reserve those ports only for MWA?
