Symptoms
RFQ remaining "In Progress" after "Update"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sourcing
2. Create RFQ
3. Submit for Approval
4.Log as approver and approve
5.Go back to RFQ and click on "Update"
6.Review and Submit for Approval
7.No workflow raised and RFQ remains "In Progress"
