Symptoms
Attempting to submit Financial Statement Generator reports via Report manager is ending in error.
You have encountered an Unexpected Error. Please contact the System Administrator for assistance.
1) Using a custom responsibility with Report Manager functions assigned to it.
2) Navigate to Report Manager -> Financial Report Submission.
3) The parameter page is seen and generates this error:
Submission parameters form.
No data is provided in the parameters as of yet...
Error seen - You have encountered an Unexpected Error. Please contact the System Administrator for assistance.
The on screen error log shows the following error:
[2330]:UNEXPECTED:[frm.fsg.submission.server.FSGSetOfBooksFlexNumVOImpl]:Flex ID of Set of Books not found

This is being seen by all users using this responsibility.
Seeded Report Manager responsibilities are not having this issue.
