Symptoms

Unable to update a fee change line in a pipeline forecast.
When clicking on the details icon there is an error.

Steps To Reproduce
----------------------

  1. Log into a Projects Self-Service Responsibility
  2. Navigate to Projects > Financial Tab > Budget and Forecasts > Maintain Budget Versions > Project Pipeline Forecast
  3. Click on Edit (pencil)
  4. Encounter error
