On Modifier Form While Selecting ALL ITEMS Error Occurs- Product Attribute Value Is Invalid (Doc ID 2837299.1)

On : 12.1.3 version, Modifiers Setup only

On Modifier Form when trying to select a product attribute 'ALL' Items and enter product attribute  value as 'all' immediately click on
discount/charges  tab > find LOV pops up with null value ,enter rest of the information and save below error message occurs,record is still saved with 'all' value. Re query the modifier find out the product attribute value is NULL .The error does not occur when entering product attribute value as 'all' and tab out ...it saves as 'ALL'.

STEPS

The issue can be reproduced at will with the following steps:
1.Oracle Pricing Manger
2.Create Modifier Line:
3.Select Product Attribute ‘All Items’ by typing in Product Attribute Value as ‘all’
4.Select ‘Discounts/Charges’ tab:
5.Popup message window;it is Find window showing Null values
6.Below error pops up, but still record is being saved;
7.Product attribute is Invalid
8.However, the invalid values getting removed automatically after sometime:
