ACTUAL BEHAVIOR
---------------
Transact Move Order and Select Available Inventory Forms lock the tables MTL_MATERIAL_TRANSACTION_TEMP and MTL_TXN_REQUEST_LINES tables just by opening the form, even when no data is changed
Expectation: The form only locks records at the point when changes are made and a commit is attempted.
STEPS

The issue can be reproduced at will with the following steps:
1. Open Transact Move Order / Selection Available Inventory
2. Try to perform the transaction from MSCA
