Why 'Purge Process Events' Not Purging Data in PAY_PROCESS_EVENTS (Doc ID 2846343.1)

Goal

When 'Purge Process Events' was initially run, some records got purged and are archived in pay_process_events_shadow table.

But multiple attempts to purge the data again with same or different date parameter did not yield the desired result. Though the program completed normal, there was no change in the record count in both pay_process_events and pay_process_events_shadow.

What is the criteria for the program to purge the records?
