Symptoms
On : 12.2.x version, Geocode issues
When attempting to execute the Geocode Upgrade Manager process Annual Geocode,
the spawned process 'User Defined City Upgrade Process', ends with the following error,
ERROR

Cannot read value for profile option CONC_KEEP_BLANK_FILES in routine &ROUTINE.
Exception raised in pay_us_user_city_upgrade_pkg.deinitialization ORA-01403: no data found
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In US HRMS Manager responsibility
2. Navigate Processws and Reports - submit processes and reports - single report
3. Select process 'Geocode Upgrade Manager'
