When trying to publish the workplan getting the below error.

Error:

"Parent tasks cannot be made chargeable" (PA_CANNOT_CHANGE_CHRG_FLAG)

STEPS:

The issue can be reproduced at will with the following steps:

1. Go into the Project Super Responsibility

2. Navigate Workplan -> Working Version

3. Publish the Workplan
