Error ORA-06502 Null Index Table Key Value While Calling API PA_PROJECT_PUB.UPDATE_PROJECT (Doc ID 2847122.1)

Symptoms

When attempting to update the Project, User is encountered with the following error.

ERROR

ORA-06502: PL/SQL: numeric or value error: NULL index table key value in Package PA_PROJECT_PUB Procedure update_project


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Connect to SQLPLUS from APPS user
2. Run custom script calling the PA_PROJECT_PUB.update_project API
3. Notice the error message on script output
