Symptoms
ACTUAL BEHAVIOR
---------------
Via an amendment, user was able to change a funded PR (Purchase Requisition) line to informational.
Now, even after trying to cancel, cannot release the funds that are being
held up by the original PR.
EXPECTED BEHAVIOR
-----------------------
Expect to not allow to change line to informational
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a requisition with funded line
2. Return the line
3. Execute an amendment as another user than preparer
4. Change the line to informational.
