When Creating a Performance Management Plan, Not All Appraisal Templates Are Available in the List

Symptoms
Problem Statement:
Two appraisal templates were created with scope=Global.
User tries to create a new performance plan.
In Appraisal template section, click on Choose Existing Template
Only one appraisal template is displayed, not both. User is expecting both appraisal templates should be displayed
Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Navigate to HR Professional V4.0>Performance Management
2. Go to Administration>Performance Management Plans
3. Click on Create Plan and follow the steps.
4. In Appraisal template section, click on Choose Existing Template
5. Only one appraisal template is displayed
