ECC V7 Payroll ECC Data Load Fails with (Doc ID 2848622.1)

Symptoms

Problem Statement:

"ECC - Run Payroll Data Load for pay-dashboard (ECC Run Data Load)" which is a spawned process of "Payroll ECC Data Load" fails with the error below.

Request log of "ECC Run Data Load":
data load concurrent program failed
CP main completed runProgram for oracle.apps.fnd.ecc.dataload.EccDataLoadCP

Status Message:
Application with short name PAY doesn't exist for system

 

 

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1.  Upgrade ECC to V7 (Patch:32831296)
  2.  Login with the responsibility that the program "Payroll ECC Data Load" is assigned.
  3.  Submit the concurrent program "Payroll ECC Data Load"
     (N) Processes and Reports > Submit Processes and Reports > Single Request
     Load Type: FULL_LOAD
     Dataset: Payroll Dashboard
     Languages: null
     Log Level: TRACE
     SQL Trace: True
     Payroll Name:
     Reset Data: FALSE

  4. Request fails with the error

OR

  1.  Upgrade ECC to V7 (Patch:32831296)

  2.  Login with ECC Developer responsibility

  3.  Go to Administration > Data Load Submission

  4.  Enter the following details and submit
     Application Name: Payroll
     Data Set: pay-dashboard
     Load Type: Full Load
     Language: US (Default)
     Log Level : Debug
     Enable SQL Trace: checked

  5.  Request fails with the error
