ORA-20100 Occurs Rarely When Running Concurrent Programs And FND_CONCURRENT_PROCESSES.PLSQL_LOG and PLSQL_OUT Are Garbled

Symptoms
On : 11.5.10.2 version, Request Processing
ERROR
Some of concurrent programs failed by ORA-20100 although both DB init parameter "utl_file_dir" and environment variable "APPLPTMP" are configured correctly.
The error occurs on both seeded and add-on concurrent programs on multi-byte environment (e.g. NLS character code is set to JA16SJIS).
STEPS
The customer submitted those concurrent requests by usual procedure such as FNDRSRUN or CONCSUB etc.
