Symptoms

Unable to create project from template due to error:
      ORA-06508: PL/SQL: could not find program unit being called


The issue can be reproduced at will with the following steps:
Use a Project Super User responsibility
> go to Project Templates and select a template > Copy to
> Create a new project with project number and name then user is getting the error.
