ACTUAL BEHAVIOR

Unable to View Attachments Without a Title in iSupplier
There are a number of PO header attachments that can't be viewed in iSupplier after a 12.2.10 upgrade.
In the previous version, any attachment without a title would be displayed in iSupplier as "Undefined" and the user could still open and view the attachment
In 12.2.10, the title field shows as blank and therefore there is no link for the user to click to open/view the attachment
EXPECTED BEHAVIOR

Expect to be able to open the attachments.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to iSupplier
2. Open the PO
3. Click Attachments icon
4. Attachment pop up page is shown with blank in title.
