Unable to Assign User Preference to User through Integration with Exception "The Role and Level do not match" (Doc ID 2853153.1)

Symptoms

ACTUAL BEHAVIOR

When creating a user through integration and specifying a user preference in the XML, the user gets created successfully, but the user preference fails to get assigned with the following error:

EXPECTED BEHAVIOR
-----------------------
It is expected to be able to assign a user preference through the User XML successfully with no errors

 

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Upload a XML to OTM with User element that will create the respective user. This XML should have child elements of UserRoleGid and UserPreferenceGid that assigns the default user role and preference for this user
2. The user will be successfully created, however, the user preference specified in UserPreferenceGid will not be assigned to the user.
3. When checking the EXCEPTION log, the above error will be observed
