In Oracle iProcurement, Error Occurs When Users Try to Manually Add an Approver To the Approver List - Cannot find LOV view object (WorkforceApproverLovVO) in LOV AM (Doc ID 2853403.1)

Symptoms

In Oracle iProcurement, Release 12.2.4 through 12.2.10, an error occurs when users try to manually add an approver to the approver list.
Due to this issue, users cannot add the needed approver to the requisitions, and therefore the requisitions cannot be submitted for approval.

Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications.
2. Navigate to an iProcurement responsibility > iProcurement Home Page.
3. Add one or more items to cart.
4. Once done adding items to cart, click the View Cart and Checkout button.
5. On the Shopping Cart pop-up window, click the Edit icon.
6. On the Edit and Submit Requisition page, in the Approvals region, the message "Approval List could not be generated" appears. Click the Manage Approvals button at this point.
7. In the Approvers pop-up window, select Actions = Insert Approver, and then click the Approver field list of values (LOV) icon.
8. In the "Search and Select: Approvers" window, perform the search. The error message appears at this point.

Upgrade from Release 12.1.3 to Release 12.2.x.
