When trying to transfer an expenditure item from one task to another task in the Project Expenditure Items form (PAXTRAPE) the following error is encountered:

Error
A task-level expenditure transaction control has been
violated (PATC-MSG_TOKEN1=) (PATC_MSG_TOKEN2= )
(PATC_MSG_TOKEN3= )

The expectation is that the user can transfer the item to another task successfully.

Steps to reproduce:

1.  Using a Projects responsibility navigate to Expenditures-->Expenditure Inquiry -->Project

2.  Enter the Project Number and Trans Id and click 'Find'

3.  Select Tools-->Transfer

4.  Enter the task number that the item needs to be transferred to and click 'OK'
