Error When Enter Over Shipment Tolerance at Customer Account Level Greater than 100: "Over Shipment Tolerance: Please Enter a Value Between 0 and 100" (Doc ID 2856499.1)

Symptoms

User is unable to enter over shipment tolerance value of greater than 100 at the customer account level. 

While entering value greater than 100 in this field, user receives the following error message:

Error: Over Shipment Tolerance: Please enter a value between 0 and 100

 The issue can be reproduced at will with the following steps:

        Responsibility: Receivables Manager
        Navigation: Customers > Create/Maintain Customers

        1. Query for the customer and click on Details
        2. Navigate to Order Management tab > Enter the value in the field Over Shipment Tolerance

 Upgrade from 11i to 12.2.9
