On the last day of the month, the Performance concurrent program is erroring with "getting Accounting Period is required’' while running the deferred and delivery performances.

Steps to Reproduce
---------------------

1. On the last day of the month.
2. Navigate to Other > Requests > Run
3. Submit PRC: Process Mass Submission Performances for G-Invoicing
4. The parameter Performance Type can be either Deferred or Delivery
5. Navigate to Projects Command Center > G-Invoicing Dashboard
6. Lookup Performance Order processed
7. Status = Failed
   Failure Reason = Accounting Period is Required
