OTM Installation Fails While Running MDSConfig.py script "ORA-12514, TNS:listener does not currently know of service requested in connect descriptor" Error Generated (Doc ID 2857691.1)

Symptoms

The OTM installer is failing when configuring OHS. The <OTM Home>/logs/web_app_python_exec.log file will show the following errors.

Start Running the CreateDomain.py script
Command executed <MiddlewareHome>/oracle_common/common/bin/wlst.sh <OTM Home>/wlst/webapp/CreateDomain.py

Initializing WebLogic Scripting Tool (WLST) ...

Jython scans all the jar files it can find at first startup. Depending on the system, this process may take a few minutes to complete, and WLST may not return a prompt right away.
