In Compensation Workbench For Administrators (CWB), the Create Button Is Not Visible Without Scrolling To The Far Right (Doc ID 2857734.1)

Symptoms

In the Compensation Workbench For Administrators (CWB) , on the Spreadsheet Download page, the "create" button is not visible within the visible page.
Once the page is displayed, it makes you scroll several page widths over to the right before seeing the create button.


Steps to reproduce :

Responsibility: Compensation Workbench For Administrators (CWB) 

Go to the CWB Home page
Switch to the Manager Role on the Right from the List of Values
Under Tasks,  go to "Allocate Compensation"
In Allocations page, under options -> Click on "Download To Spreadsheet"
A page opens up with several parameters and to see the Create Button we have to scroll several time to the Right.
