Actual behavior

After applying <Patch 33395913> R12.PO.D , Requisitions which are Rejected or Returned and changed by the requester and then submitted for approval, nothing happens.

Steps to reproduce
====================
1. (N) iProcurement responsibility > Create Requisitions
2. Checkout and save
3. Submit the Requisition for approval
4. Requisition gets rejected by the approver
5. Returned / Rejected requisition returns to Prepare for implementing some changes.
6. Preparer implements the changes and submits it again for approval
6. Nothing happens, approval is not initiated
