Symptoms

When entering a new asset for a capital project the users are getting "FRM-40735: WHEN-VALIDATE-RECORD trigger raised unhandled exception ORA-01403." for a specific Project.

Steps to Reproduce
----------------------

  1. Log into a Projects responsibility
  2. Navigate to Capitalization > Capital Projects
  3. Find Project to define an Asset
  4. Click on Assets
  5. Enter Asset information
  6. Click Save
  7. Form error shows in lower left corner in notification section of form.
