Error "APP-JA-460204 Precedence Cannot Depend On Itself" while Applying Bill Of Entry (BOE) on Receipt (Doc ID 2860077.1)

When attempting to apply BOE on Receipt,
the following error pops up.

APP-JA-460204 Precedence cannot depend on itself


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Oracle Financials for India -> Transactions -> Enter Bill of Entry
2. Enter the BOE details and taxes with some precedence values.
3. Complete BOE and pay the BOE Invoice generated automatically.
4. Now go to Purchasing Manager -> Receiving -> Receipts and enter Receipt details.
5. Go to Tools -> India Tax Details. Enter the relevant BOE Taxes and precedence.
6. After saving details go to Tools -> Receipt Line Application
7. Select the relevant BOE and click on apply. Error popped up.
