Webadi Journals Worksheet: Upload Using 'All Rows' Option Fails With "You Must Enter A Value In Either The Debit Column Or The Credit Column" (Doc ID 2860212.1)

Symptoms

Using the journal wizard, when attempting to upload a two line journal with the upload option 'All Rows', the upload returns the following message for all the other lines of the spreadsheet that had no data entered in them:

'You must enter a value in either the Debit column or the Credit column '

Steps to reproduce:
---------------------------

1. Using the General Ledger Responsibility

2. Navigate to the menu Journals > Launch Journal Wizard 

3. Select the Layout 'Functional Actuals - Single'

4. Click on Create Document.

5. Enter the Journal Header and Lines details for 1 journal

6. Navigate to the Excel menu Oracle, then Click on the Upload option.

7. In the upload parameters screen, select the upload option 'All Rows'

The data upload errors with:

'You must enter a value in either the Debit column or the Credit column '
