Running Concurrent Program Report Manager - Template Migration(FRM_TEMPLATE_MIGRATION) Gives Error: APP-FND-01023: This required field does not have a value: Template Code (Doc ID 2861731.1)

Symptoms

You want to migrate existing Financial Reports templates to the new format (after you enabled OOXML Format). In order to achieve this, you run Report Manager - Template Migration (FRM_TEMPLATE_MIGRATION) Concurrent Program for all Reports in order to convert all Report Manager templates. According to the Oracle E-Business Suite User's Guide, in order to run the Report Manager - Template Migration program for all Reports, you must leave blank the Template Code parameter. However, when trying, Template Code parameter is a mandatory field to fill in and error is thrown:

APP-FND-01023: This required field does not have a value: Template Code

STEPS TO REPRODUCE:

The issue can be reproduced at will with the following steps:
1. Navigate to System Administrator responsibility
2. Go to Requests > Submit New Request
3. Run Report Manager - Template Migration (FRM_TEMPLATE_MIGRATION) Concurrent Program
4. Try to leave blank Template Code parameter in order to submit the migration of all Reports (not one by one)
5. Attempt to move on, Template Code parameter is a mandatory field to be filled in therefore error gives: APP-FND-01023: This required field does not have a value: Template Code
