ACTUAL BEHAVIOR

Unable to change the UOM while raising a requisition in iProcurement

EXPECTED BEHAVIOR
-----------------------
UOM should be editable in iProcurement

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to iProcurement responsiblity
2. Create a catalog requisition
3. Observe UOM field is not editable
