Symptoms
On : 12.2.9 version, ECC Payables
Suppliers Menu in Payables Super User is replaced with Payables Command Center
Users are implementing Oracle Enterprise Command Center Framework and so as per the document :
Installing Oracle Enterprise Command Center Framework, Release 12.2 (Latest Version) (Doc ID 2495053.1)
In the process of applying the patches on non prod instance post cutover it is identified that the Suppliers Menu in the Payables Super User is replaced with Payables Command Center.
STEPS

The issue can be reproduced at will with the following steps:
1. After ECC installation, check supplier menu in AP_NAVIGATE_GUI12 by going to System Administrator > Application > Menu
Query for AP_NAVIGATE_GUI12
2. It is replaced by Payables Command Center
