No data is visible Payables Command Center Dashboards when using a new custom responsibility.

STEPS TO REPRODUCE:

Create a new customer responsibility.
Set up responsibility to access the Payables Command Center
Assign responsibility to user
User logs into Oracle Applications using the new custom responsibility.
User tries to open the Payables Command Center dashbards
(N) Payables Command Center
or
(N) Payables Dashboard > Supplier Balance

New custom responsibility created and assigned to user.
