JWS working in cloned environment although source is not JWS enabled

Symptoms
Source environment forms_launch_method is set to browser
JWS was enabled in TEST environment, JWS was working as expected in TEST environment
Later TEST was cloned from source, source environment is not JWS enabled
Still users were able to open forms using JNLP in TEST environment
Changes
Source environment is not JWS enabled.
After clone target environment is still working as per JWS.
