Reversal Accrual Journal Name Character Length Issue (Doc ID 2865110.1)

Journal names get used to be trimmed as the journal name length cannot exceed 100 characters. While trimming time stamp is preserved at the end and starts removing the actual journal name characters.

However, noticed post patching, instead of trimming the end characters of actual journal name first, application is getting rid of double quote character it encounters first.

Please confirm is this the expected change in behavior ?
