Symptoms
Receiving Transaction Processor completes in Error for some PO's:

Cannot read value for profile option INV_DEBUG_TRACE in routine &ROUTINE.
Concurrent Manager encountered an error while attempting to start your immediate concurrent program RVCTP. Routine &ROUTINE received a return code of failure.
A captured debug log shows the following errors:

For some of the items, two step receiving is used where the destination is initially receiving.
The Receiving Analyzer shows that most items have both (Receiving and Inventory transactions), whereas for some items (po lines) is stuck in in receiving only.
Attempts were made to to reopen these lines and receive and still the program completes in error.
Other items on the PO processed fine.
For lines with the issue, the Analyzer only shows the Receiving transaction and not the inventory transaction.
There are no stuck/error transactions in RCV_TRANSACTIONS_INTERFACE and no LPNs are involved.
