Ineligible Transactions Not Appearing In Process Claim Form (Doc ID 2868177.1)

Problem Statement
----------------------
In the process claim form when records are marked as "Ineligible" find that those records are NOT appearing when re-queried. 

Steps for replication
----------------------
1. (N) Oracle Financials for India - Recovery Management - Process Recovery.
2. Enter the required fields like Document Type, Document number, From and To date etc and click on find.
3. Select the required record and mark this as ineligible by selecting "Ineligible" checkbox.
4. Save the record.
5. Requery the same form with the above document number and find that it is not appearing.

Expected Behavior
--------------------
Expects that the records should be visible in the process claim form though marked as ineligible.
