Orphan Records in WF_ITEMS Table for Item Type 'WSHDEL'

Symptoms
On : 12.2.5 version
Orphan records are getting created for item_type 'WSHDEL' in WF_ITEMS table. Corresponding delivery_ids does not exist in the system.
WSHDEL workflow had been created for a non existing delivery.
The deliveries do not exist in table WSH_NEW_DELIVERIES.
Expects that orphan records should not get created
The issue can be reproduced at will with the following steps:
1. Responsibility : Oracle Order Management
2. Navigate to Shipping > Release Sales Orders
3. Run Release sales Orders
