When running PRC: Generate Draft Invoices for a Range of Projects consolidated invoices are not generated.  This happens when funding is at the task level and a bill group is assigned to the project.

Steps to reproduce:

1.  Using a Projects responsibility, navigate to Other-->Requests-->Run

2.  Select Name = PRC: Generate Draft Invoices for a Range of Projects (use the project level bill group as an input parameter).
